The City of Stillwater has very strict ordinances for short term rentals. Below is a summary of some of the more relevant parts that guests should know, but is not the full ordinance. We ask that you please follow the rules to ensure that we can keep operating as a short term rental and enjoy hosting people for many more years to come.
Quiet Hours. Between the hours of 10:00 p.m. and 8:00 a.m., no person shall congregate or participate in any party or gathering of people from which noise emanates of sufficient volume to unreasonably disturb the peace, quiet or repose of other persons, except as allowed by the City.
Order to disperse. A police officer may order all persons present at such party or gathering other than the owners, residents or tenants to immediately disperse. Any person who refuses to leave after being ordered to do so is guilty of a violation of this section.
Parking requirements. In all zoning districts, including the Central Business District, all guest parking for a rental dwelling or rental dwelling unit must be on an improved driveways and improved parking surfaces that is located on-site. In addition, the rental dwelling or rental dwelling unit must meet the parking requirements in the applicable zoning regulations for that use in Chapter 28. For current license holders (as of the date of adoption of the ordinance from which this article is derived) that are legal nonconforming in regard to these parking requirements, the license holder may continue to renew the license, but may not expand the use. If the license is discontinued, revoked, suspended or terminated, or otherwise lapses, the license may not be reapproved without meeting the parking requirements herein.
Events. Events are not allowed to be hosted by guests on the premises. For purposes of this section, an event means a gathering on the premises of more than three unregistered guests. Events hosted by the property owner are allowed but must comply with all applicable provisions of this Code and rules and policies promulgated thereunder, including the prohibition on renting out private residential property for events.
Animals running at large: It shall be unlawful and a misdemeanor to permit a domestic animal or illegal wild or exotic animal to run at large, whether or not the owner is present, within the limits of the City. Dogs or cats must be continuously under restraint on a leash and accompanied by a person reasonably able of effectively restraining the dog or cat. The City may charge the owner for all costs incurred in capturing, impounding, and maintaining an animal running at large.
Noisy animals. No person shall keep or harbor an animal which habitually barks, cries or creates a noise in a manner which disturbs the peace and quiet of any street, neighborhood, or public place at any time of day or night. The term “habitual barking” means barking for repeated intervals of at least three minutes with less than one minute of interruption and which is audible off the owner’s or caretaker’s premises.
Removal of animal waste required. The owner or keeper of any animal shall be responsible for the immediate removal and proper disposal of any feces deposited by such animal on any property, public or private, not owned or exclusively occupied by the owner or keeper. The owner or keeper of any animal shall also be responsible for the periodic removal and proper disposal of feces deposited by such animal on property owned or exclusively occupied by such owner or keeper so as to prevent the creation of a public nuisance within the meaning of this chapter.
Overnight parking. No person may park or permit any vehicle to stand upon any highway, street, alley, City-owned parking lot or any other public property in the City for more than 24 consecutive hours except in areas designated for such parking by signs erected by authority of the City Council, and except in emergency situations where prior authorization for the parking has been obtained from the Chief of Police.
If you’re found to be in violation of the ordinance, you’ll be fined $250, and may be asked to leave the property with no refund.
